We moved to Sarasota Florida & just bought a new 1400 sq ft single family home, w/2 car attached garage, sitting on a lake, 8 miles from the beach. The price? $222K. And FL has no state income tax!! Sarasota also has great public schools & very low crime. Why do people live in So Cal when it is so expensive? I have seen such things happening in India and Singapore too. You pay a hefty deposit to book a house when even the foundations haven't been laid. The builder collects enough money thru deposits to probably build up the whole apartment. Effectively, he builds up the whole structure without any input from his own capital.
